How to Enrol a Student in a Funded Program (WA)

Idea
Overview
There are multiple ways to enrol a student in the Student Management System. A system administrator can manually enrol a student by first creating the student profile and then enrolling them using the Enrolment Wizard. Another option is to enrol a student using the Online Enrolment Form.

In this tutorial, we will demonstrate how to enrol a student using the Enrolment Wizard.

Step Tutorial
1. From the sidebar menu, go to Students. You can either create a new student or select an existing one.

2. Go to Enrolments tab then click New


A pop-up window will appear.

NOTE:  The Enrolment Wizard will initially display only the standard two tabs: Enrolment and Units.
If the program instance you are enrolling in is funded, the AVETMISS-Contract and Payments tabs will also be available.
If the program instance is marked YES for Apprenticeship, Traineeship, or School-Based Apprenticeship or Traineeship (SBAT), the Enrolment Wizard will also display a Training Plan tab.

3. In the New Enrolment window, fill in the following:
Enrolment Tab
  1. Program – The course or qualification in which a student will be enrolled.
  2. Program Instance – A specific version of a program.
  3. Group/Intake – A cohort of students commencing a program.
  4. Enrolment Date – The official date a student is enrolled in a program.
  5. Enrolment Start Date – The date a student begins their studies.
  6. Enrolment End Date – The expected or actual completion date of a student’s studies. This field is auto-calculated based on the duration specified for the program instance, but you can change it to a preferred date.
  7. Weeks Attended – The total number of weeks a student has actively participated.
  8. Employer – The company or organisation employing the student.
  9. Agent – A representative or third party assisting with the student’s enrolment.
  10. Training Provider Partner – An external organisation collaborating to deliver training.
  11. Requires LLN – Indicates whether the student requires a Language, Literacy, and Numeracy (LLN) assessment.
  12. Host Employer (Vocational Placement Provider) – The organisation providing practical workplace experience for the student.

Once completed, click the Continue button.

NOTE: 
  1. The dropdown options for Employer, Agent, and Host Employer fields are populated from the organisation setup and are tagged accordingly. If no options are available, ensure that the relevant entries have been created under the Companies tab.
  2. Selecting YES for LLN will display fields specific to LLN:
    1. LLN Complete – Select Yes or No to indicate whether the LLN has been completed.
    2. LLN Start Date – Select the start date for the LLN unit.
    3. LLN Completed Date – Select the completion date for the LLN unit.
    4. LLN Assistance Required – Select Yes or No to indicate if the student requires LLN-related assistance
AVETMISS - Contract Tab
The AVETMISS tab includes most of the AVETMISS information required for National and State reporting. These fields are organised into different sections: Funding Source information, Contract information, Program Information, Culture, Disability, Employment and Education information of the student. The fields may change depending on which state you will be reporting. 
  1. Funding Source ID - State Training Authority  - Select from the dropdown options. This will populate from all the funding sources included in the Contract used for this Program Instance. If you do not see an option, confirm that your Contract has funding source codes selected. 

  1. Contract 
    1. Contract Name - this will automatically populate the contract name used in this program instance. 
    2. Contract Status Date - this field will automatically get the date when you toggled the Contract Status to ACTIVE.
    3. Contract Status - select if the Contract status is Active or Cancelled. 
    4. Purchasing Contract ID - will populate from the Contract Name or can also be a manual entry depending on your contract information. 
    5. Schedule Name - this will automatically populate from the funding schedule chosen for this program instance. 
    6. Employment Service Provider Client – enabling this field will show additional fields: Employment Service Provider ID, Client ID, and Referred By Employment Service Provider?
  1. Apprenticeship and Traineeship - This section will only be visible if the program you are enrolling the student in is for an Apprenticeship/Traineeship or SBAT program. 
    1. Training Contract ID - Enter the Training Contract Identifier in this field. The Training Contract Identifier uniquely identifies an apprentice or trainee training Contract registered with a training authority. Refer to your Training Contract for this information. 
    2. Client ID - Apprenticeships - This ID is used to identify a client with an apprenticeship/traineeship training contract. This identifier can be sourced from the registering state/territory training authority. 

  1. Program Information
    1. Select the Commencing Program ID from the dropdown options. 
    2. Select the Enrolment Category ID from the drop-down options. This field defaults to S- Standard. 
    3. Select the Training Type ID for this enrolment. The Training Type ID field distinguishes various categories of employment-based enrolments from institutional enrolments. For this tutorial, we will select A - Apprenticeship Enrolment. 
    4. Enter an amount for the Income Contingent Loan Liability field. This field is value of the amount borrowed by students under the Commonwealth VET Student Loans scheme. Leave blank if not applicable. 
    5. Select the applicable option for the Fee Maintenance Flag field. This field defaults to NO. 
InfoNOTE: The Fee Maintenance Flag indicates whether a client has been enrolled under fee maintenance arrangements according to the Department's current relevant VET fees Policy.

  1. Culture
    1. Indigenous Status - select from the drop-down option if the student self-identifies as being of Australian Aboriginal or Torres Strait Islander descent.
    2. Main Language Spoken at Home - select from the drop-down menu the student's primary language. 
    3. Proficiency in Spoken English – Specify the level of proficiency in speaking English from the dropdown list.
    4. Residency Status – Indicate the residency status from the dropdown list.

  1. Disability Section
    1. Has a Disability, Impairment or Long-Term Condition? - Select YES if the student has a disability, impairment or long-term condition. 
    2. Student Disabilities – This field will appear if you select YES for the above. You can choose from the dropdown the specific student disability. 

  1. Employment 
    1. Employment Status - select the student's employment status from the drop-down menu. 
    2. Employer Contribution Flag - select if the Employer will contribute to the student's training fee. 
  1. Education 
    1. Currently At School? - select if the student is presently studying.
    2. VET in Schools Flag - If NO is selected in the Currently At School? field, this field will be set to NO. If this is set to YES, additional fields will appear.
    3. Year Left School - Indicate the year from the dropdown.
    4. Highest School Year Completed - select the highest school year completed by the student. 
    5. Study Reason ID - select the reason for studying
    6. Prior Education Flag - select YES or NO if the student has completed post-secondary education. 

  1. TAFE - This section will only be visible if the RTO ticks yes in the TAFE Flag on their SMS Settings page. 
    1. TAFE International Flag - select YES or NO in the drop-down. This field indicates whether TAFE International Western Australia has granted the student an award for successful completion of a recognised qualification or a course. 
    2. TAFE International Client ID - enter the TAFE ID of the student. 
    3. Enrolment Liability Type ID - Select the applicable Enrolment Liability type ID for this enrolment. 

When all the AVETMISS-Contract fields are completed, click Continue to proceed to the next tab.

NOTE:
  1. The AVETMISS-Contract fields are state-specific and state-reported. 
  2. Student personal information will automatically populate for succeeding enrolments. These fields will be pre-filled with previous details but will still be editable. 
Training Plan Tab
  1. The Training Plan tab will only be visible if the student is enrolling in an Apprenticeship, Traineeship, or School-based Apprenticeship/Traineeship program. 
  2. A detailed tutorial for setting up your Training Plan is provided in the Help Centre. 



Click Continue to proceed to the next tab. 
Units Tab
The list of units defined in the program instance will be displayed here. However, you can also:
  1. Add - Add a new unit for a student. To do this, click the Add button at the top of the table, complete the necessary information for the unit, then click the check button under the Action column to save.
  2. Edit - Edit the information for the unit by selecting Edit under the Action button. Once done, click the check button under the Action column to save.
  3. Delete - If you wish to remove a unit from this enrolment, select the Delete option by clicking on the Action button of the unit.


Click Continue to proceed to the next tab. 
Payments Tab
In this tab, you can edit the Concessions and Waivers, Program Fees, add Loadings as well as see the Funding details of your funded Contract. 
  1. Program Fees
    1. Enrolment Status - Select the enrolment status of the student from the drop-down field. The Enrolment status will determine if a payment needs to be made based on the Payment plan rules of the program (eg. full payment upon enrolment etc.)
    2. Concessions/Waivers - select the concession or waiver applicable to the student.

NOTE:
The Concession/Waiver drop-down will show options based on the funding schedule of the Contract for this program instance. Check your contract funding schedule in the Finance tab if you are not seeing any options here. Check if the concessions/waivers are also enabled in the AVETMISS tab of the Program Instance. 



The Fees table will show all the Fees applicable for this program instance as set in the Financial tab of the Program Instance. You can click on the Action button to edit the Student fee amount which will only apply to this student enrolment.

NOTE: If you do not see the fees, check the Financial tab of your program instance and create the program fees from there. 

Select the applicable Tuition Fee by clicking on the tick box. The Table will automatically compute based on the Student Fee and the Concession chosen. 

The student fee summary will show the total tuition fee, while the TOTAL Student fee will show the Tuition fees plus all the additional fees (eg. Resource fees and other fees). 

  1. Payment Plan Rules - You can select a payment plan for the program instance from the dropdown list.

  1. Funded Contract Subsidy and Loadings - In this last part of the Payment tab, you can see the computations for the expected Funding subsidy for this enrolment. You can further add Loadings if any are applicable for the student. 
InfoNOTE: The information in this section is automatically calculated based on the program fees, funding subsidy, concessions or waivers as well as loadings. You can still override amounts if manual entry is required. 

Click Submit to save and update the enrolment details.
